In a major step forward for sustainable resource management, Mozambique officially launched its Blue Economy Development Strategy on August 12, 2024. President Filipe Jacinto Nyusi emphasized that the strategy aims to both responsibly manage aquatic resources and meet international commitments by 2030.
The Blue Economy approach underscores the crucial role of oceans, seas, and marine resources in sustainable development. These resources are vital for human well-being, food security, and climate stability.

Mozambique, with its rich marine and freshwater resources, faces challenges such as illegal fishing, pollution, and climate change, which threaten biodiversity. The new strategy aims to address these issues while balancing the need for food security and environmental protection.
Since its participation in the global Blue Economy conference in Nairobi in 2018 and hosting the “Crescendo Azul” conferences, Mozambique has become a leader in sustainable aquatic resource management. These conferences have established Mozambique as a key player in seeking solutions for sustainable exploitation and governance of marine and inland waters.
The Blue Economy Development Strategy is built on six pillars:
1. Fisheries and Aquaculture
2. Renewable Energy and Marine Extractive Industry
3. Natural Capital, Environment, and Circular Economy
4. Tourism and Culture
5. Maritime Transport and Port Infrastructure
6. Maritime Security

UNIDO, through the Global Market Access to Progamme (GMAP) funded by NORAD, applauds Mozambique’s initiative. The GMAP program complements this strategy by promoting sustainable ocean resource management, enhancing marine and coastal resource capacities, and supporting environmentally friendly industries. These efforts are designed to boost local industries such as fisheries and tourism, ensuring both economic growth and environmental preservation.
